On 12 May 2016, the NSW Government announced the amalgamation of 42 councils into 19 new councils. There are several additional amalgamation proposals pending. The Amalgamation Toolkit was developed to assist members through the challenges of the amalgamation process.
LGNSW has developed a comprehensive web-based Amalgamation Toolkit which is available free for our members, along with briefings, training and other resources. Our Toolkit aims to provide a practical level of guidance and support to councils who have started to undertake work on an amalgamation. It incorporates our already released Workplace Reform Kit (PDF, 2.05MB) along with detailed advice and resources for dealing with all the important amalgamation considerations. It has been developed in consultation with Department of Premier and Cabinet and the Office of Local Government. It also contains relevant links and material developed by LG Professionals, NSW.
We acknowledge our colleagues at the Western Australia Local Government Association (WALGA) who have allowed us to adapt the content and resources in their Reform Toolkit (built in turn on the back of resources from other jurisdictions, including NSW). This has enabled us to accelerate the development of similar resources for use in NSW.
We acknowledge the significant work of the Centre for Local Government at UTS (UTS:CLG) and the many hours they have committed to this project. We would also like to thank the members of our senior local government staff Amalgamation Reference Group for their ongoing expert input to the toolkit.
LGNSW will play a key role in assisting members through the amalgamation process by liaising closely with the sector to continue to assist in delivering the guidance required and to identify emerging issues as they arise. We look forward to providing ongoing support and assistance to our members embarking on this significant transformational change.
